I have an iPhone 5 w/ 16 GB and iOS 10.3 performance is very good. I'd say perhaps great.

Essentially the iPad is just an iPhone without a cellular phone function. So I'd expect similar performance.

We both have the same generation CPU. So I'd expect it would do quite well.

I disagree. The iPad Air is the 5s equivalent and the Air lags with iOS 10 as well as the Mini 2.

They have 1GB of ram that may be the issue

Performance of iOS 10.3 on the iPad 4 is good. I see no difference between 10.3 performance to previous 10.X iterations.

10.3 runs fine on my iPad 4. Setup as new install thru iTunes. The ota update never appeared in settings.
