iOS 10 Music app - Playlist order don't stick

I can edit the iOS Music playlist (ie change the order of the songs), only to find they "snap" back to their original order Apple Music put them in originally?

Is this a bug or intentional? Why can't I put the songs in the order that I want them arranged?
