This is the first time it happens to me. I am trying to install the latest iOS 11 update, 11.0.1, going the usual route, Settings -> General -> Software update and clicking the "Download and install" button. I give my password as requested and then ... nothing. No download for the update. After trying over many hours, letting the iPad alone to see if it will start downloading after some time, rebooting and switching wireless networks (checked to work properly), still nothing. This is an iPad mini 4 running iOS 11.0.
 
OK, I used finally iTunes in a MBP. From there I managed to download and apply this update. It took a long time to reboot, like 3-4 minutes, but it ended well.

I still don't understand why direct updating failed completely to even download the software.

the OTA with a beta profile must have been a bug as Dev 11.1 is coming in now

I never had a beta profile. The iPad never acted strangely, everything was normal under all iOS versions I had on it. This is why this situation remains a mystery to me.

Try plugging into iTunes that’s how I grabbed it

Well, as I said earlier, this is what I also did also to solve my problem. By the way, I saw that iTunes downloaded a huge file, around 2.5 GB in size, for the 11.0.1 update. I suppose this file contains the whole 11.0 system plus the 11.0.1 update, right?

Yup OTA is a patch. Via iTunes is basically the whole o/s, patched
