11.2 beta 1. I wouldn't call it night and day or anything and I wouldn't point to anything specific but it feels more fluid.

My current battery reading is 2:44 Usage, 7:28 Standby at 77% battery if battery life is a concern for you. Safari is my primary battery consumer by time and energy.

Yes. Point releases are pretty arbitrary in one way. It's a newer build, hence more refined (obviously regressions can happen to negate this rule once in a while)
