There is no home button lag and there never was. Your phone waits for another click in case you want to enter multitasking menu. Just like with iPhone X's side button, it waits for another click in case you want to activate Apple Pay.
There is a delay over iOS 10. I proved it with my own iPhone 7 vs 8. There is a lag for sure. People that doubt it haven’t done a side by side comparison

Wasn’t haven’t the freezing issue folks were reporting with the phone app. Update to beta 4, I have the issue.

This is actually makes a lot of sense. iOS 10 had a lot of weird glitches with multitasking. I’m guessing the new behavior in iOS 11 fixes it.

Does it fix the issue with “Voice Over” not responding to music prompts?. Something that everyone is talking about Voice Over doesn’t work with music prompts anymore in any iOS 11 and in any iPhone model. Please spread the word!
 
What the hell did they do to TouchID? It was bypassing the lockscreen and going to directly to home on Beta 3. Now I have to click the home button once to turn on the display and again to bypass the lockscreen just like the FaceID swipe on the X. They really are gimping every aspect of the home button.

But what about the button action delay? How do you feel about it? Think it's any better?

Have you checked if rest finger to unlock is on? Maybe it was turned off.

Have you checked in the Accessibility settings to see if that option hasn't reverted back to default? Don't remember what was the name of the setting though.
