So I upgraded my iPad Pro to the iOS 11 beta. It was an OTA upgrade, if I choose to wipe the iPad now “erase all settings” will it default back to IOS 11? Or will I need to do an upgrade again or worse connect to a PC...

Correct. Even if you use Erase All Settings, you will remain on iOS 11. The only way to revert to iOS 10 is to enter DFU mode, connect it to your Mac or PC, and restore using an iOS 10.3 IPSW file.

Erase all content & settings is just a factory reset, _not_ an OS downgrade. It'll still be on iOS 11.
