iOS 11 Notification Center "No Older Notifications"

Running the GM on iPhone 7, whenever I swipe down to get to Notification Center, the "No Older Notifications" is persistent. Is this just a bug, or part of the design like "No Notifications" was in iOS 10?

I cleared all of my notifications to see what Notification Center would display when there were no notifications, but this looks a little unfinished to me.

Nope, that’s basically it. Not a bug just the design.

I see the same persistent message on my home screen it’s very annoying. Sometimes it fades out but not always.
