iOS 11 "preload top hit" safari

I've noticed that Safari is being inconsistent with "preloading top hit" , when it works it is very noticeable. Top hit pages will load almost instantly after searching for them from address bar and then clicking the top hit. Sometimes it loads in background before you click it, sometimes it don't. You can tell by the data activity circle thingy.
