Im jailbroken rn on iOS 12.1.1 b3, and im having some problems. So I would like to restore my iPhone back to 12.1.4, full restore but I would like to keep ma photos in the gallery. Everything with photos is turned off in the icloud

That said, from my jailbreak understanding, no, as you need to perform a restore (ie. the phone gets erased).
 
Will they be in my photos again? The default app?
Yeah, they should be back to Camera Roll same as with iCloud Photo Library. Just do some search first and make sure you know what to do. Better safe than sorry!

Also as far as I know iCloud and Google Photos are the only options that allow to restore photos back to Camera Roll.

Last night I did iCloud photos, but i'll do Google photos too. Just to be sure. I just wonna fully restore my iPhone, and I would love to get the pics back in camera roll by order. I dont care about the apps, I'll easily reinstall them back

Btw about apps, you can use iMazing to restore app data without restoring a backup if you want. Feature is free so won't loose anything.
 
If you have access to a Mac, image capture bundled with macOS can be handy as well. It does not restore the album and such though, just files. iCloud is a better option.
