Following the release of iOS 13.2 beta 2 yesterday, some 2018 iPad Pro owners found that the update failed to install properly, ultimately bricking their tablets and requiring a full restore.

We've seen several complaints from iPad Pro owners who were affected by the issue, and in some cases, even a restore from DFU mode failed to work. From the MacRumors forums:
My iPad Pro 11" is in the same position, it failed during the update of iOS 13.2 beta 2. What you can try is putting it into DFU mode (press volume up, volume down, then hold power for 5 or so seconds) and plug it into iTunes via cable to restore it that way.

However, unfortunately mine gets an error when i try this so i have an Apple appointment tomorrow to get them to fix it.
Amid these reports, Apple appears to have pulled the iOS 13.2 beta 2 update for the iPad Pro as attempting to install the software at this time now produces an error message that the update was unable to be verified because of a lack of an internet connection, despite a connection being available.

Apple appears to have been blocking the iOS 13.2 beta update from the iPad Pro as of last night, and the company likely has a new version in the works that is safer to install. For now, iPad Pro owners should avoid attempting to install iOS 13.2.

Edit: the iPad was reverting to picking up beta 1 OTA so there still is no new version of beta 2. However, the IPSW file I downloaded earlier still works.

Happened to me. I tweeted to Macrumors about it immediately after it was released. I let the install sit there for about 3 hours. Finally it got to 100% but never finished. I hard reset it and it re-ran the 2nd part of the install and thankfully completed after that. I was scared it was dead. However the install progress bar took literally 2 hours to move from 50% to 100%.

This was on an ipad Pro 12.9" 3rd gen
 
Had seem problem(It was stuck at the Apple Icon and the update progress bar) after pressing volume up, volume down and then the power button it restarted and finished the update...it was a scary situation
 
Can we not use the term "Bricking" when the device can be made to work again via a restore.

Bricking means... the device is now equal to a brick. A heavy useless thing. If it can be made to work again ... it is not a brick.
Did you read the article? Some users are stating they are even unable to restore in DFU mode. I think the term is used correctly here.

I think people are confusing recovery mode with DFU mode, which are different. The user they even quoted in the article was not doing the proper steps to even put the iPad in recovery mode. If the devise can be restored without replacing the hardware, it’s not “bricked.”
 
I find it interesting that this seems to be the first time something like this happens with an OTA update since OTA updates have been introduced.
 
I thought it almost ‘bricked’ mine, it was stuck on the updating logo for 4 hours, a force reboot fixed it.
I did a Force Reboot after a couple of hours but it ended up getting stuck in the same spot. I had to restore to 13.1.2 via iTunes DFU.
 
I wouldn't call it 'bricking.' I just went in and deleted the Beta Profile and restarted. The update is gone now. I even re-downloaded and tried again, thinking it was just a corrupt download. No dice on the second go-round. But really - having to delete the profile and restart my iPad 2x wasn't tear-worthy and hardly 'bricking' at all.

How is this possible? It's a developer beta. It's not wonderful that some are having difficulty with this, obviously. But it's a developer beta and cannot be held to the same standards as a public beta release. I'm sure they will have a remedy in place soon™.
