iPhone iOS 13 - DNS Services using lots of Cellular Data

Since I've upgraded to iOS 13, DNS Services seems to be using lots of Cellular data. For example, In the last 2 days its used 19.4 MB. Last night while the iPhone was connected to wifi, it used almost 10 MB of data. Another data point - it seems like my iPhone (11 Pro Max) is using cellular data, even when connected to wifi. I didn't notice this before iOS 13. Anyone have any idea why?
