Not everything has to be user facing. There's a lot of work that's still being done under the hood for iOS 16 compatibility, API fixes, iCloud fixes, etc. Lots of moving parts so not sure why everyone expects it to release right away.

Not really. Operating systems are more than what's immediately visible, there's a lot of code in the background that actually makes the thing work. Most of the engineering on updates is bug fixes and behind the scenes improvements.
