If the TV has HDMI CEC...yes, it can.Can anyone confirm if the remote App in iOS 15 can control Volume and Mute on their TV?

It does! But Apple make it really a pain to deal with! Why does this not exist for the Watch?
You get play/pause. That’s it. Not volume. Not Siri. Siri is one of the biggest features of the Siri remote. Might be why they call it the Siri remote. ¯\_(ツ)_/¯It does! But Apple make it really a pain to deal with!
If you hit the "large" button on your watch, the second item down in the list of "recent apps" will be one called "Now Playing". This is a kinda weird app in that
- you can't launch it deliberately, it appears and goes away depending on its own whims
- you can't get a complication associated with it to put it on a watch face.
Anyway, once Now Playing is running, it usually shows you the most recent AUDIO you were playing (for me it's usually an audiobook on my iPhone). But if you tap the arrow at the top left of the screen, it will give you a list of devices, one of which is aTV. And if you bring that up, you get a mini-controller for aTV. Not a full controller, but with play/pause, and I think volume.
The whole thing is kinda half-assed -- convenient, but feels like it was added by a passive-aggressive a**h**e who was thinking "I'll give you the feature checkboxes -- but I will NOT make it useful or pleasant". It behaves somewhat randomly (on a few occasions I have seen it appear on my Siri watchface, but not reliably enough to trust it; it doesn;t automatically become the "controlled device" in Now Playing, etc etc).
Cable TV subscrbers. There is a few cable companies that let you use an ATV as your cable box.. essentially. What would the channel buttons be for on an Apple TV?

Why do you feel a need to justify what are clearly bugs?It is not that complicated.
It is also not a PAIN to deal with.
It is an app on your watch that’s it. Not all this Drama needed.
It works for other apps fine scrolling. It’s too sensitive but it works. Not sure about that app thoughBig issue is that the old remote had 10 second back/forward buttons for certain apps (eg MLB) and now it doesn’t and the scrubbing can’t move finely enough - the new physical aTV 4K remote can’t do it either
Doesn't work for me ☹️You can use the volume buttons of your phone to control the Audio. The new mute button is pretty welcomed tho
