iOS 16.3 fixes an issue where horizontal lines flash across the screen on some iPhone 14 Pro Max devices when powered on or unlocked, according to Apple's release notes for the software update, which is in the final stage of beta testing.

Apple acknowledged the issue in an internal memo last week and said a fix was incoming, but it's unclear what the underlying cause is or how many iPhone 14 Pro Max devices are affected. The bug fix indicates it's a software issue, rather than a hardware defect, so installing iOS 16.3 when it's available should resolve the problem for affected customers.

Apple made the iOS 16.3 Release Candidate available to developers for testing today, and the update is expected to be released to the public next week.

iOS 16.3 includes a few new features, including an option to use a physical security key as a two-factor authentication option for an Apple ID account, global availability of Advanced Data Protection for wider iCloud encryption, support for the new second-generation HomePod, and a new Unity wallpaper in celebration of Black History Month.

You probably mean iPhoneOS 16.3. Apple split iPadOS and iPhoneOS a few years ago. It's confusing, I know.
They mean iOS 16.3. iOS is the system that runs on iPhones, while iPadOS is the system that runs on iPads. Previously, both systems had been called iOS, but now, as you said, they were developed into their own operating systems.
 
More important issue is the stutter whenever touching the screen on the 14 pros. It reminds me of my 2010 android phone…

Not that I have a 14 Pro yet, but I suspect there's a problem with my 13's wifi module and it would be pretty expensive to fix (not to mention I'd be phoneless).
I was already toying with the idea of getting a pro anyway.
 
Hope they really fixed this and this was a software issue and not colouring the lines in black so it would seem they “won’t appear” or disabling all pixels when booting.
If it was a hardware issue the lines would be on the screen, even when it was not booting. I strongly suspect that the phone is doing a RAM check of unified memory on boot and for a small number of systems, it does not fully erase the lines in memory that it draws. I honestly wish I had one of the lucky phones with this issue. It kind of sounds cool.

Almost like a Zen koan: what colour is a green line that doesn’t show on a black display?
 
it seems apple found out people using side loaders and other hacks caused this and now are going fix this issue. Good Grief!
 
I was thinking of getting a 14 Pro. I want a periscope lens and since it looks like the 15 Pro won’t get it I might as well get the 14 Pro and then upgrade in two years to the 16 Pro with the periscope lens and maybe under the display FaceTime as rumored. I’m not in a rush to get USB-C. I’m glad this issue will be resolved before I get it.
