I am almost sure Apple is releasing the RC today or tomorrow. I don’t think it will happen but Apple might surprise us with 16.2.1 today.
I have a feeling 16.3 will be released next month and 16.4 is due to be released in March with Apple's Spring event.If it is the RC there will be no 16.2.1. But Brandon Butch said 16.3 was over a month away yesterday

People need to stop spreading this FUD. 16.3 is perfectly fine for most with a few vocal outliers gathered in that thread. Has Japan allowed Wifi 6e ?New M2 MacBook Pros releasing next Tuesday require macOS 13.2 for Wi-Fi 6E support in Japan, so we might see some updates then.
Edit: Japan gets the M2 MacBook Pros on February 3.
