I'm currently running iOS 17.1 and was going to update to iOS 17.2.1, but I have read about some significant issues after updating! e.g. not being able to connect to cellular data; battery draining on 15 PM. Is anyone else experiencing these or other problems? Are there fixes or an iOS 17.3 to be rolled out soon?

Should I update from iOS 17.1 to 17.2.1 ? I've noticed I can download the new Journal app from the App Store; but don't know if that would mess up the newer iOS if I updated?

17.2.1 has been phenomenal on my 15 Pro Max, battery life has been solid, easily getting a full day with over 8hours SOT sometimes depending on if I am on WiFi or WiFi+5G etc…
Haven’t had any disconnection issues, I do have some “dead spots” in my house (in my room funnily enough) where even my 11 Pro Max and 13 Pro Max would disconnect.

Overall I would not be mad if Apple left us on 17.2.1 for a few months and they focused on 17.3 to be an even better update rather than rushing it out.

There must be another issue with your cellular data problem other than the OS. Sounds like you are in a poor signal area which is a must, especially if wanting too use cellular data. Poor signal will also drain the battery rather quickly!

I would not recommend updating. I have an iPhone 13 and after updating to 17.2.1 it does not stay connected to cellular data for more than 24 hours, sometimes only minutes. I have had to "Shut Down" and restart my iPhone 13 6 times today. NOT HAPPY.
