iOS 17.4.1 Safari Tab Groups Gone

all of my Safari tab groups were removed / have disappeared since upgrading to iOS 17.4.1. Thought maybe they just didn't sync yet but after restarting, turning iCloud Safari setting off and back on, nothing...

I still had them on macOS 14.2? so I made them bookmarks before updating and those have now disappeared too in macOS 14.4.1

they just showed up on macOS, still gone on iOS
