I can only say to you surely that notes, calendars and reminders works as should, since they're synced via iCloud. About iPhoto and iTunes I will check it later and let you know

Well I confirmed that I can still import photos to the Photos app in Mojave via USB.

iCloud Notes are still syncing, but Reminders and Calendar are not.

My feedback on ipadOS 17 and synchronizations with Mojave and iOS 12

Reminders: Apple has decided to break our backs and force us to update with a popup at every launch. 
We can still click outside, but the slightest mistake won't be forgiven. This process is very unpleasant.
When Reminders is left open in the background, the popup seems to appear a little less often.
For Reminders to synchronize with Mojave and iOS 12, you must not accept this update.

Notes: they sync well under Mojave and iOS 12 except those with # tags (as under iOS 16).
Calendar and Contact synchronize well (a little slower on iOS 12).
Photos on iOS 17 : albums from the Mac are still there!

As a precaution, I performed the iOS 17 update on my iPad from iTunes, keeping a previous iOS 16 backup: all went well, but a small update was downloaded, forcing me to relaunch iTunes.
Synchronization from iTunes of both music and photos from iPhoto works.

With Image Transfer and also iPhoto, I was able to transfer images and videos to the Mac.
But sometimes it takes a while for images to appear in both programs.

Conclusion:
On my Ipad, the iOS 17 update remains, as with iOS 16, compatible with synchronization on Mojave and iOS 12.
The only problem is Apple's willingness to force us to do the Reminders update against our will, hopefully which intrusive popups disappear over time.

Sorry for taking it one week to reply!
I just double-checked everything you mentioned above and on my side everything syncs perfectly fine. Photos import from both iPhoto and Photos flawlessly. iPhone 13 Pro (iOS 17.0.1) and MBP 13 2015 with Mojave of course.

A different version but I was able to restore iOS 16.6 RC on iPhone 11 Pro Max using Finder on macOS Catalina then updated it OTA to iOS 16.7 RC
 
So far it sounds like iOS 17 will work with Mojave, I don't use all the icloud syncing I just want to be able to back up using iTunes.

My next question is does iTunes download something to make it connect to the new iPhone 15 on Mojave and iTunes? When I plugged in my iPhone 14 iTunes downloaded something so we could connect to it. I'm assuming Apple is still providing support for older iTunes versions.

My brother is still running high sierra, he is able to run his iPhone mini with iOS 16 with iTunes, has anybody tested an older OS just to make sure it can connect and sync to the latest devices?
Years ago Apple used to publish what macOS system requirements, I think the last time I saw that was for iOS 16 saying that it works with El Capitan and higher. I can't seem to find that page anymore for iOS 17 they're always talking about the finder doing the syncing/ backups.

Way back when I was using my G5 I updated my iPhone 4 from iOS 7 to iOS 8 in iTunes and then iTunes no longer connected to it and I was forced to buy an Intel Mac just to sync my iPhone.
At some point Apple is going to do this again probably when they drop Intel Support.

If someone could just confirm that this still works some of us would really appreciate that without having to buy a new computer. Thank you
 
Watching with interest as my old Mac Pro is still on Mojave.

Also interested... cMP 5.1 on mojave....
Just chiming in on this. If you aren't aware, Mac Pro's (3,1 and 4,1/5,1) can easily be upgraded to Ventura if you wanted. Probably Sanoma too. I haven't bothered on mine yet.

iPhone's of any OS should sync fine on whatever version of iTunes they say is required when the iPhone was purchased. The only thing that will start breaking things, is if you have advanced encryption turned on for your iCloud account. This requires iOS 16 and Ventura. Anything below that will break iCloud syncing. Though I would imagine iTunes would still work.

Yes, in my case iTunes downloaded something and then connected to the iPhone with iOS 17
I also guess it requires minimum High Sierra and higher
