I’m dubious too, as I’m not seeing anything OTA either on the 10 devices I’m in charge of for my firm.

Zollo says its out and the pre-crafted MR articles are out so assume so!

The ‘rules’ for x.0 betas are different to x.x betas. That makes your examples pretty irrelevant.

iPadOS beta 3 had appeared for me at 10 Cupertino time so that was a good hint the iOS would be there shortly after.
Downloading both. 988MB going from Beta 2.

I already seen the OTA MacOS DB3 showing. Too funny it was a partial was asking about missing rosetta. Now it's working on 2nd try.

You can see why people were doubting after a fake video and then some people posting it was out with no proof. Then a flurry popped up between people seeing posts and posting their own response.
