RCS relies on both a US tech giant and your network to be able to use.
RCS via GSMA Universal Profile does not rely on a US tech giant to send messages, it is an open standard with the infrastructure hosted by the carriers.

Unless you mean that I need an iPhone/Android device produced by a US tech giant, which is a whole other can of worms I guess...

Exactly, you need a device from a US tech giant, and for the tech giant to have implemented the standard.

No, it’s an Apple thing. In the EU they’ve only opened up RCS in a couple of countries. The carriers want to enable it, complained publicly about not being able to yet, but Apple has chosen to limit it for unknown reasons.
