My screen looks like this in the phone app on both a 16 and 17 both updated iOS today. Happens in classic view and “new” view. Very difficult to use!

Something is definitely awry. Do you have some accessibility features turned on like bold or enlarged text that could be causing an issue specifically with the Phone app?

I do have larger text enabled but this appearance issue did not happen before the update. Was thinking it was an iOS glitch. If it is then they have not addressed it yet as I put the latest update in for 26 yesterday.
 
What phone are you using? It looks like one with a very small screen.
There was a typo but the 2 phones (it is like this on both) are 16 Pro and 17 Pro. Did you open the attachment to see the full image? The number “buttons” are shifted down the screen.
 
Go to the Settings app > Display & Brightness > Display Zoom and select Default. There's apparently a bug with the Larger Text option that causes the dialer layout to break on at least those phones (does not happen on Pro Max).
