no. the 4.0 GM and final release were different. anything is subject to change. It will most likely be the same but it could be different just watch your tech sites tomorrow when it comes it to see if they report that it is different.
4.0 GM and 4.0 public release had the exact same build number. I can't remember any instance where this has not been the case.

the 4.0 gm had game center where the official version did not. i believe the update file was 50 megabytes different from the gm and the official version. they did however carry the same build number

According to that article it was a "gold master candidate." Gold Master = final release. It's an industry term, not up for interpretation.look all the way at the bottom of the article
