I'm not a developer but would it be possible to download the ios 4.2 beta 2 version released today by Apple to developers, and install it on my ipad?
 
No, you need to be able to log into Apple's iOS Dev Center in order to legally download the firmware.

If you somehow obtain the firmware and install it, your device will no longer activate in iTunes because your device's UDID is not registered with the iOS Provisioning Portal.

No. There are work arounds but they are tricky, glitchy and ultimately dangerous.

Search the forum - there were 1 or 2 threads talking about doing this with a huge array of results.
