I don't have tethering enabled on my account, at the moment, but I have the same option in place of tethering on my 3GS. I suspect it only links through Bluetooth only, though. They probably just use the name Personal Hotspot for both types of tethering.
Apple have renamed tethering to Personal Hotspot, but WiFi is only available on the iPhone 4. My Wife has tethering enabled on her 3GS and it's USB or Bluetooth only. Fortunately, the iPad now supports Bluetooth tethering so she can use it to to her 3GS
It can!Wifi uses tons more battery than bluetooth. Is it true that the ipad can tether via bluetooth now? I haven't heard about that. That is big news if true.

I went into my local best buy and tried with a iPad 1 running an older iOS and couldn't get them to see each other.
Is there a trick to get them to work?
yes, the iPad also needs to be updated to iOS4.3 for it to pair with your iPhone over Bluetooth. I've tested it with my 3GS and iPad, both running 4.3

Yep, sure can. Just tried this today with my iPhone, running 4.2.1 JB with TetherMe on it, and an iPad 2. Paired right up, the link symbol appeared on the pad, and the pad surfed flawlessly. Nice!
