Whenever I press the home button to open my iPhone I notice it will still say 3G and within a few seconds change to the wifi icon. Am I mistaken that wifi should stay running even when the phone is closed?

This is not correct in iOS 4.

The icon is merely a quirk of the OS.

It does this even when plugged in at home and I'm always on wifi at home.
