how can you get it?
You get it by becoming a registered developer and downloading it from the developer portal.
By being a Apple iOS developer and signing the NDA with them.

I'm just getting an error though
You probably have to log onto you're dev account through the phone to get the OTA.
iOS 5 beta 4 can be installed using over the air software update from devices that have iOS 5 beta 3 installed. Over the air software update can be initiated by choosing General > Software Update in Settings.
Can you guys post the release notes for us that don't have a dev account?
It gives an error.
Good to see them finally testing the OTA out. Is it a delta update?
You need dev log in to view that. Mind copy and pasting?
