There are a few tell tale signs towards this statement. The first is that in the previous 2 betas (3 and 4) the first beta had a a number after it, ie, iOS*5*beta 1 (iPad 2 Wi-Fi), the current betas do not.
This would also allow apple to test this feature on a mass scale before they roll it out, which makes sense.
Does anyone agree?

i would agree since the make it so you can set it up without a computer so why not also be able to update firmware without a computer

They ARE going to be over the air for iOS 5.

The only question is if they are going to do so for the betas.
