iPhone Ios 6.1.2

I went fishing today and fell in the water and I had my iPhone 4S in my pocket. Now I need to get a replacement phone from apple. Now if the phone comes loaded with IOS 6.1.3 or 6.1.2 can I downgrade to 5.1.1. If I can how do I do it so I can jailbreak that software.

The iPhone 4s and 5 cannot be downgraded, unfortunately.

You won't be able to downgrade.
You're stuck with whatever firmware it comes with.
If its on 6.1.2 or lower you can still jb.
If its on 6.1.3 you're out of luck.
