Your post is so US centric it hurts.
Just because it may be happening in the U.S. earlier than it will in other countries does not mean it isn't going to happen. Some countries it's already under way, others are trying to let it not effect current 2G customers, yet others don't think it's a good idea at all. Some are using it for 3G right now, others waiting to use it for LTE. Most are trying to disguise it by only talking about it in frequency terms (900MHz) instead of the layman's "2G" label. But it *is* happening right this very second in places outside the U.S.
