iOS 6 allows Siri on iPhone 4 (NOT 4S)?

Is this the case? Or will it only become available to ipad 3 which doesn't have it?

Also if I install the dev version of the IOS6 on my new iPad will it have SIRI?

The iPhone 4 is not getting Siri.
The iPhone 4S already has Siri.
The only thing that iOS6 will do is add Siri to the iPad-3.
