I know iOS 6 Complete is the best one available but after emailing and tweeting the creator and getting no response I'm thinking it may have been abandoned.

Would it be possible for anybody to pick up and continue updating or does the original developer need to release something? The only part that really matters to me is the icons.

Are there other themes that can get me where I want to be?

Works effortlessly on 9.0.2

Last time I tried it a lot of the icons hadn't been updated with iOS 9 so basic system icons (mail, as an example) weren't themed.

Mind providing a screenshot? I would just take your word and install but the last time I tried it required that I remove Anemone and install Winterboard.

The few icons that didn't theme I simply hid with HideMeX and I couple that didn't theme (music, for example) don't bother me as they look somewhat close enough.

I no longer use the theme so don't have a screenshot to share with you.
(If 'iconbundles' doesn't automatically download with the theme, make sure it does.)

Okay, thanks.

Any idea on the second question?

Its actually pretty easy to do yourself. You will need:
-iFile
-BundleIDs
-Winterboard (obviously)
-iOS6 App icons (or any icons)

I can tell you how I did it for my iPad, the iPhone may be a tad different.
1. In bundle IDs, select the app you want to add the icon to. Bundle IDs will give you a "link".
Ex. Selecting "Camera" gave me "com.apple.camera"
2. Take the app icon (just a .png file) in your photos app, and open it in iFile
3. Rename the .png to "com.apple.camera~iPad.png" (for the iPhone it may be something different instead of the ~iPad)
4. Copy/Move the file to the theme directory (/ > Library > Themes > (Theme Folder [I made my own/new one]) > IconBundles)
5. Repeat this for all of the icons you want to do, then apply the theme and respring to see if it worked

Thanks for the how-to! Any idea where I can find the icons in the proper size?
