After I installed 7.0.3 on my iPad the App Store update changed.

Before when there were no updates available or after updating the screen would show "All Apps Are Up To Date".

Now it shows the last two Apps updated (on different days), with an 'OPEN' button on the far right. Opening the Apps does not remove them from the update page.

I have tried closing and reopening the App Store update, opening and closing the Apps, and turning the iPad on and off, but nothing changes.

I have never seen this before on my iPad with any other IOS version, is this new? Will every app stay in the update page after it is updated?

This is new with iOS 7 and is related to the auto update feature. It allows users to see what was updated along with change logs. Apps fall off the list as new ones appear.
