if it's a GSM phone and on the baseband of 1.59.00; if not, then there is no software unlock for it

you'll get to go for a hardware unlock (such as a gevey sim) or get an IMEI unlock

New SAM unlocks were blocked long ago by Apple.

No, the baseband cannot be downgraded on iPhone 4
