You have to register as a developer, but you can register as a free developer and still be able to do it--so basically anyone can do it without needing to pay anything.
I have an iPhone 5 and my auto brightness turns off whenever I use the slider to reboot. However, even when I turn auto brightness on it doesn't seem to be working. My brightness always stays the same whether I'm in a dark room or holding my phone under a lamp.
on my 5S, pulling up the slide to turn off screen and canceling doesnt effect it. however, performing an actual reboot does indeed turn it off upon reboot. also, i need to manually turn the brightness down on reboot too as turning it on and toggling the screen lock doesnt register right away.
