Hi guys I have the same problem I can't clear out history can u tell me how could I reinstall ios7.1
Have none of the methods mentioned earlier in this thread worked?

Why do you need to reinstall iOS 7.1 vs. let's say just reset all settings or perhaps even delete all content and reset all settings?

Plug in your phone into a computer with iTunes and use the restore option in iTunes. Alternatively use the recovery mode: http://support.apple.com/kb/HT1808
 
Restrictions

Clear History for Safari might be greyed out because Restrictions (Parental Controls) have been set, preventing one from deleting their browsing history.
Just ask your parents to DISABLE the Restrictions so that you might delete your browsing history. I'm sure they won't mind.

To completely clear the Google search history on my iPhone it is necessary to go to "Settings", "Safari", and then in the "Search Engine" option, change the selection to any different search engine. Then clear the "Cache", "History" and then reselect "Google" as the search engine. Unless I do that, the Google history remains even after clearing everything.

But I recommend using professional iOS Data Eraser app that completely delete browser history from your device.
