is it just me? Because I searched around and it seems no body else experiencing it.

The apps I'm talking about isn't even listed at "background app refresh" setting.

For example:
I'm reading an article in safari, select some text, copy it, and then double click the home button to switch to notes to paste my text. Finished in notes, I again double click the home button to go back to safari, and boom, the page I opened is refreshing.

I browse a free apps at AppsGoneFree, select the app I want to download, and then redirected to the app store. Finished at app store, I want to continue to search for a free apps, so I go back to the AppsGoneFree (I've done either via multitasking or out to springboard and tap the app), and instead of continue for my last view, the apps has refreshed like it was the first time I launch it (trust me, it's really annoying).

Am I missing something here?

Likely the 512 MB of RAM in the 4S are coming into play there, possibly depending on what else you might have running/open on the phone (and in some indirect way perhaps even how much free space you might have).
 
My 4S does this, but usually when there's a lot going on. Sometimes it does it at random (which can be annoying). I, too, believe it has to do with the memory... I had the same experience with safari on iOS 6.
 
I've seen this on my older iPad. (a 2 so probably a RAM issue.) the only time it annoys me is with the Gmail app. That one seems to refresh each and every time I leave it and click into another app. Never happened in 6 unless there was much more going on.
