Hey guys,

Running the latest update of iOS7 on my iPhone 5 and i am constantly getting the active spinning download icon next to my wifi strength bar despite having no apps running...

I'm getting more and more frustrated as i'm sure it is affecting my battery life and i'm concerned it's downloading data that i don't know about?!

Anyone got any advice?

Restart iPhone. That spinning icon mostly appears when you have started to download any application from iTunes store and then stopping downloading.
 
Yes, it is definitely connected to the App Store.
I've experienced this problem LOADS of times since iOS7 came along. Every single time I updated from 7.0 through to 7.1.1, and also on the majority of occasions that I reinstalled iOS whilst trying to improve battery life.

If you restore from an iCloud back-up then the spinning wheel can occur. I also had it when I clicked 'buy' in the App Store, only to change my mind when asked for my Apple password to complete the transaction. Doing a hard reset (holding down the power button and home button simultaneously until the screen goes off & then switches on again) temporarily cured the problem for me, but it always came back within a couple of days - sometimes within a few hours.

The only surefire and permanent way to get rid of the spinning data wheel is to do a complete restore. You don't need iTunes, you can do it direct from your phone if you have an up to date iCloud back-up. Just go to settings/general/reset/erase all content and settings.
Once the phone has rebooted, it will ask you if you want to restore from a back-up. Select yes.
