iOS 7 Lock Pad Screen

I see that other people's iphone 4s has a colorful lock pad screen coordinating with their background; mine will not. Is there any way that I can change that!?

What kind of device do you have?

Have you checked increase contrast setting (to make sure it's not enabled) in the accessibility section of general settings?
