I'm computer challenged. Can someone explain how that template works? I tried dragging a photo into it but that didnt really do anything.

The template consists of 3 "Layers"
The top layer has the white surround that represents the area outside your normal view i.e. the area you begin to see when the phone needs to show the parallax effect.
The second layer (contained in a "Layer Group") contains all of the phone information that shows on your lock screen. This layer can be used as a guide, in conjunction with the top layer for designing wallpapers so that you do not have an important element being obscured by the Slide to Unlock dialogue or the clock etc. at the top of the screen.
The bottom layer contains a representative image only...this is where you paste your own image in.
Then resize your image (not the other layers) it so that the elements you want to see are not obscured by the overlays.
Make sure your image meets the edges all around the canvas. You can check by switching off the top layer and revealing the full extent of your own image.
Finally switch off the overlays and save your wallpaper as a JPG.
It will be 744x1392 pixels in total dimensions and your important elements will be visible on your lock screen, even when parallax is switched on

That would be pointless I'm afraid. The wallpaper relies on the small square being lined up to your icons. If you make it "parallaxed" it will shift around all the time.
All "shelf" and "grid" wallapper will stop working properly if you have parallax switched on.
But as it only took a few seconds, here it is. Now you can see what I'm talking about

1. If you don't like the motion with that Pac man wallpaper, turn "Reduced motion" on in Settings > General > Accessibility.

2. I can still do one for the home screen if you want! Have a nice idea with adjustment layers and stuff, because the new dock is very prominent and maybe that would help you decide. Using some effect layers I'd simulate the blurry dock so the changes can be seen!
 
What really is the correct wallpaper size for parallax for IPads?

What really is the correct wallpaper size for parallax for IPads? Because it says here that it is 2448 x 2448 (for the retina displays of course) but I have seen others say that it really is 2524 x 2524 because they have done tests with a grid and noticed according to them that at 2448 x 2448 the grid doesn't look as sharp as it should and that at 2524 x 2524 it looks better. So what really is the correct size?

Isn't there an official Apple wallpaper already built in in one of these machines that can be accessed to see what are its dimensions?

I tried to find the info on the Apple web site but I couldn't. Has Apple cleared this themselves? You see that in some places in the web they say it is 2448 and in others 2524. Is the datum about the grid right? Has anybody tested this around here?
 
Well, strictly speaking I didn't say I'd do it for the iPad, but it's most definitely in the way you ask ;)
It took about an hour, but what I don't have time to do is research the actual wallpaper size. There are a few websites out there that have made guesses but the difference is, for the iPhone 5 the dimensions were taken from the actual wallpaper file in ROM.

If you got your info from here I'm not sure I would completely trust it, because the iPhone 5 wallpaper is wrong.
They are basically saying that you add 200px to each side, no matter how large the wallpaper is to start with.
My suspicion is that it would be a proportional increase, so if the width on an iPhone 5 increases by 15%, your looking at something more like 2366x2366, but again, that's just a guess on my part.
The foolproof way of finding out is to extract a wallpaper from ROM

Does the device need to be jailbroken, or can something like iExplorer of FunBox be used?

Its 2524x2524. It USED to be 2448x2448 before iOS 7.1
