No idea about the jailbreaking side of things, but other than that the only thing you can really do is wait for 7.1 - or get hold of its betas (legitimately, of course). Many beta testers report 7.1 fixes the majority of Safari crashes and memory management issues. 7.1 should be out within a couple of months.

I really think apple should have patched the safari crashes in the last public update

The issue for me is ruining my iOS experience because the crashes are so frequent.

I suppose we have to put up with this BS until March now.

All I can say is safari is much better on my iPad mini Retina with 7.1 beta.
