If I have an ipod touch still on IOS 7, is there any way to jailbreak it and then update to 8.0 or 8.1?

You can jailbreak it on iOS 7.
You cannot update to iOS 8.0 or 8.1 whether you are jailbroken or not. You can only update to the version of iOS that Apple is currently signing. Apple is only signing iOS 8.3. iOS 8.3 is not jailbreakable.
