iPhone iOS 7 won't let me resize pic

Is this a bug? When I choose a pic for wallpaper it lets me move it to the left or the right but doesn't let me resize it. Is there something I am not getting here? My iDevices have 7.0.4 on them.

I'm sure it's a known issue. Just wasn't sure if it was a permanent thing. As designed or something. I don't like it. It's on my iPad Mini as well.

EDIT: Nevermind. I am in the wrong forum. This should be in iOS 7 forum. In a thread someone said, "The zoom is for the parallax effect, but I agree, if you turn reduce motion on it should also change the behavior when setting a wallpaper." This doesn't allow you to resize but at least the pic isn't too large. Looking forward to iOS 7.1
