iOS 8.1.2 failed install?

Is it possible for an update to go through all its motion but not install?

I could have swarn I updated my phone, but its showing that I still need the .2 update

I had this happen on my mother's 5s. I ended up doing a recovery instead and then restoring to get it to go through. She was also having a lot of issues like iMessage refusing to sign in. All seems well after the recovery.
