many have it, many dont, some say its apple to enable it for all, some say its the carrier..i dont have it on mine

It's a carrier-specific feature. I don't have it in the UK on Three as they do not have a 2G network. I have the option to Enable 4G and thats all.

rogers in canada has a EDGE network, still no toggle here either
