You mean OTA? No. You'll have to download the ipsw file and update through iTunes.

The iOS 8.3 Beta will be available via the developers portal similar to the OSX Mavericks Public Beta. Once downloaded updates to the beta will be OTA.

Correct, but to first install you will need to download the ipsw and manually update through iTunes.
