People who were already running the GM today had another update to install of around 40MB. The update seems to have improved things quite a bit.

For people who were running iOS 9.1 and have downgraded to update to iOS 9, what's the performance difference?

Also, is the Settings bug (where it always jumps) fixed in 9.1?

    Thanks.

If you're asking about settings starting around General then no, it has not been fixed. It still does that. On the other part of your question, I skipped GM and went to 9.1 and have no reason to go backwards though some have for various reasons.

Yeah. A few people have downgraded for some reason. I'd just like to know the difference in performance.

Weird about the Settings bug. Must be fairly easy to fix but what do I know!!

Settings bug is still there. A completely trivial one, which is likely why it hasn't gotten much attention since more than likely there are more important ones that they have been dealing with and have still yet to deal with.
