I am running iOS 8.3 on my 5s.
Is it worth upgrading to the latest iOS 9?

I am reading tons of bad reviews here on iOS 9.2.1

Or should I wait?

How much stock do you put into an Internet forum? I have two 5s on 9.2.1 and I'm happy with the devices.

I'm a bit concerned on the space since I have like 11gb left. But I am asking because there is no way to roll back...

I need more confirmations please

I personally would stay where you are at until 9.3... 9.2.1 sucks on my 6S+ (battery life)

I have a 5s, i tried iOS 9.2.1, it's seems OK in my opinion, there are some bugs, there is a little battery drain but iOS 8.4.1 had much worser battery, Stay on iOS 8.3 as it is a little better, just until we see how iOS 9.3 & later iOS 9 updates perform on iPhone 5s. There is nothing too amazing to upgrade for.

Stay with 8.3
Ios 9 on 5s is a bit sluggish in animations.
I was so disappointed when have to do a DFU restore from 8.2 to 9.1.
It was night and day!!
Please stay with 8.3

Ok I pulled the trigger
It's a bit laggy but it's not really bad. Not too much space was taken up.
However...when the phone rebooted it made me set up an iCloud key chain without asking me to opt or skip this step. That really made me a bit angry. Also it made me sign into my Apple ID without the option to skip. Is there a way to skip those steps next time if i upgrade again?

I want to keep my iPhone 5s because the 6s is a bit too big for me.

No problem. Let's hope 9.3 or whatever version would be better. Let's hope.

There is a lag but I can live with that. Not too much. I have most apps turned off anyways.

How is 9.2.1 on the battery life on the 5s?

I'm facing 2 problems.
1. No Sim or No Service error.
2. Battery draining fast.

You should wait for iOS 9.3
