I just updated my iPhone 5s from 8.3 to 9.2.1 and I noticed that the default 8.3 wallpaper was still the same. So I decided to perform a full factory reset of the phone (not reboot) and then the wallpaper changed to the one that iOS 9.2.1 uses as default.

So my question is, when performing iOS updates like these, will I need to perform a factory reset in order for these iOS updates to take full effect?

When you update then your existing settings and selections carry over. When you do a restore or reset (and don't put a backup on) then the default settings and selections apply.

So I do not have to do a full factory reset each time I do these iOS updates?

Not unless you want to for some reason or need to. Most people wouldn't really want to as they would like their existing settings and selections to stay as they are when they upgrade (so that they wouldn't have to re-configure things once again to the way they want them).

No you do not. As pointed out. When you update non of your settings change, it just updates iOS. Leaving all your data and settings intact.

Reset is only necessary if you run into issues after an upgrade.

    1) upgrade while retaining previous settings
    2) if you run into issues do a reset
    3) if issues persist do full itunes ipsw restore
    4) last resort is concede to apple and upgrade to new device
