I am currently at 9.3.1.
When you connect your iPhone to the computer or I might say the iTunes, it gives you the next release date of the update. Apple might release that day or the next day release date as they say.

No it doesn't. It shows the date that iTunes will check again for updates, which is never more than a week later.
