First noticed a problem with beta 1.1 but it's still happening with beta 2. Cellular data is up to 8.4 GB. Settings > Cellular > System Services > Documents & Sync is 7.1 GB. I have turned off cellular for iCloud Drive, Notes, Pages and Numbers. Have a bug report into Apple and have been running system diagnosis and providing to them.
 
I'm having the same issue with the non-beta 9.3... 15 GB in a week or so... when I time it, about 2 GB an hour. I've done hard wipes, resets, etc. etc.... Any ideas or troubleshooting tips?

Which app is shown as using the most data in Settings?
 
System Services -> Documents & Sync...

I can't find a way to get more specific information than that...
 
iOS 9.3 beta 3 fixed the issue for me. Have not had the problem since.
